  • 摘 要:党的十九大关于贯彻新发展理念,建设现代化经济体系,深化供给侧结构性改革的论述,为人力资源市场建设相关工作提供了新的思想武器,指明了方向。创建人力资源市场,深入分析企业市场潜力,推动企业员工正常流动,可最大程度实现企业人力资源优化配置。结合有色金属行业时代特征,介绍了国有企业内部人力资源市场建设的意义,分析了有色金属企业内部人力资源管理存在问题,并提出了对策建议,为国有企业实现人力资源优化配置,促进企业可持续发展提供依据。

    AbstractThe 19th National Congress of the Communist Party of China(NCCPC) featuredwith the new developing concept implementation,the modern economic systemconstruction and the indepth supply-side structural reform,has provided a newideological weapon and pointed out a guiding direction for the construction ofhuman resources market.The establishment of human resources market,full-roundanalysis of the enterprise market potential,together with the promotion ofnormal employee flow can optimize the allocation of human resources inenterprises.Combining with the characteristics of the non-ferrous metalindustry era,this paper introduces the significance of internal human resourcesmarket construction in the state-owned enterprises,analyzes the problemsexisting in internal human resource management of the non-ferrous metalenterprises,and puts forward some corresponding strategies and suggestions toprovide the basis for the state-owned enterprises in realizing the optimalallocation of human resources so as to promote the sustainable development ofthe enterprises.
